Hmmm.... tricky subject.
There is indeed an 'off-magic' area, but it's possibly not what you think, by the sounds of things.
The current state of play is that this is a predominantly magic forum, and therefore we're here to talk about magic. The Member's Lounge (as the area is named) is rather an exclusive clique, where veterans of the board who are worn out from magic postings can have a little fun, and speak a little more freely.
It is unreasonable to expect this to be a free-for-all area, as there's no way on this earth that it would remain tame and under control if it were.
I understand your question fully - and yet I feel that perhaps we've not all got the same interests at heart - and yet we all share a common interest here, which is magic.
After all, this is a MAGIC FORUM, and believe it or not, there's no talk of schools, jobs, playstation games or the likes in the Member's Lounge... it's just general chit-chat and conversation which inevitably ends up in magical shenanigans.
There are no plans to make the Member's Lounge an open forum, and I imagine that there will be no future plans to have such a general chit-chat area either. Being fair, if you want to talk about those things, you need to join a forum which concentrates on those subjects. Although the 'powers that be' have given us freedom of speech here - we must respect the purpose and nature of this forum.
Feel free to discuss whatever subject takes your fancy - but remember where you are - just because you can, doesn't mean you should.
This is not intended as a negative posting - far from it... it's enthusiasm and manners such as you're displaying that helps forums like this one become 'bonded' - and you're very welcome here, and your eagerness is very much encouraged. But please, let's try and keep it 'magical'...
