The encyclopedia of magic is a book I got a chritmas or 2 back so I cant tell you its price or were to get it. But I can tell you that it's a great book for beginers, it exsplains simple sligh of hand which you could use for bigger tricks.

if it's the Practical Encyclopedia of Magic then it's by Nicholas Einhorn and yes, it's a great book and is reviewed/discussed elsewhere on TM.

These were being sold for as little as £2 in some high street book shops not so long ago although I haven't seen them around for a while.

It sounds like the Einhorn book, which is available under several titles. My copy is "The art of Magic and Sleight of Hand." Highly recommended.

Hugard's book, reprinted by Dover as "Hugard's Magic Manual", was originally called "Modern Magic Manual". It's dated, but is excellent for sleight of hand magic with all kinds of props. Unusually, the card chapter is no longer than any of the others, but it's still useful.
