Absolutely not in hand held cabin luggage as it's a flammable item and prohibited. I believe it would also be prohibited in luggage in the hold due to the possibility of spontaneous combustion and the inevitable potentially disastrous results. I would also guess that there's a chance that vapours from the paper could be detected by equipment scanning for explosives.

Perhaps this question should be put to some of the airlines and see what their official stance is?

I recent;y ordered Flash Wool which arrived by ordinary post so, if you need a supply of flash stuff in, say, Madrid and there isn't a local magic dealer then it seems as though you might be able to post stuff to yourself c/o the hotel you're staying at? Probably also infringing international postage regulations and still likely to be confiscated in handling plus a 4am visit from the local boys in blue on your arrival!

The wool I ordered was packed in a small pay packet sized manila envelope and then in a plastic postal envelope - nothing particularly secure or fireproof! I just hope the local Postie hasn't caught a whiff of the contents and passed the word to the local constabulary.... :D

You cannot travel with it, you cannot legally ship it without a permit. It is listed as a hazardous material and therefore needs to be transported with all the proper documentation and safety measures. Many magic shops will simply put it in an envelope and drop it in the mail. It is against the law and it doesn't matter where you are in the world.

Certainly not worth the risk with today's security measures. But people do it anyway. People also drink, text and drive. People also die stupidly every day. Not that traveling with flash paper would kill you, but the psycho in the cell with you might.
