Could I wear for instance, the Joker costume from Batman from somewhere like Argos as part of a routine or would this be copyright infringement?

If it is just a local bit of fun, then you'll be fine. If it's going on camera for promo shots or a promo video, then it is inadvisable.

I wouldn't suggest you make it your persona. You'll be creating an instant rapport spoiler. If you see someone coming towards you dressed like that, you don't think "yay!" you think "Uh oh!" and that will make it hard to gain their respect or attention. You might even find that they state they are not interested.

Eccentricity isn't a bad thing. It can add colour and make you stand out in a pleasant way. However, you need to to it with taste.

I find a sparkly top hat and waistcoat augmented by a playing card tie and a pair of bright red "loon pants" goes down a treat. Particularly at seances.

The reason is I can sometimes get bad anxiety so I feel I would be more comfortable starting off with a 'disguise' even if it does look naff I feel it might boost my confidence

I can't think anyone is going to think that you are depriving the Batman franchise of money so cape up.

But holy profit if you suddenly become famous and want to do it seriously. You'd need a tin of shark repellent.
