As far as gimicked coins go you will be limited with only £15, but you should be able to get a fairly decent dynamic coins set. Alternatively, since you say you are fairly new to magic you might want to consider a book such as Bobo's Modern Coin Magic. This book is quite old but it has all the basic sleights and a lot of tricks in it. Video's and dvd's are good learning aids as well, but for only £15 you are unlikely to get anything any good, if you would rather have DVD's wait till you have a bit more spare cash and go for the David Roth Expertcoin magic made easy vol. 1, this has been described as the visual equivalent of part of Bobo, though I don't have it.

Buy the royal road to card magic £9.74 from Amazon including postage but if you know a magic shop near by could be cheaper and a set of cards Bicycle or tally ho and enjoy....

or buy a stripper / wizard deck and have fun

if you are really into coins then bobo's book is the best as highlighted in the previous post.

Coin magic is more difficult than cards and takes longer to perfect so practice now will pay you great dividends in the future

best

I'd go for the David Roth Vid, which will give you plenty to work at in the area you most enjoy. If you look in the reviews section you will find quite a bit of info on it.
With a £15 budget your definitely better with books or a vid rather than buying one trick. Though as Nicks say's Dynamic coins is a good one at less than £15.

I'll echo Happy Toad and Nick here and suggest either the David Roth video and Bobo's book (preferably both) for starting with coins.

As for the poll to whats best between Cards, Coins etc. Thats just not answerable as it's totally subjective. For every coin magician you would get a card magician. If you are asking what would be best to start with, well that really depends on you. Would you rather do magic with coins or cards? Theres a lot to be learnt with both genres.

I would recommend that you experiment with both.

I'll add my tuppence (sorry).

Card magic is much more versatile than coin magic, in my opinion.

If you buy a good book (I personally don't like Hugard's style much, but "The Royal Road to Card Magic" is a classic) and an ordinary deck or two, you have dozens of different tricks.

With regular coins, I feel you are much more limited. I certainly wouldn't discount them, but if you have to choose between cards and coins right now, I'd go for the former.

When you get a bit more money and if you aren't addicted to card stuff by then, I agree that you should check out "Bobo". You can buy it quite cheaply and it is a classic.

Twisted sisters!!!
i reckon this is an excellent effect but it will take a large amount of practice (its that count we all know!) but for a simple trick it is very very effective.
RRTCM is also very good and if you are into gaffed decks get the encyclopedia of card tricks by hugard
