If you only got this today, I'd suggest sending it back to where you purchased it from.

If something doesn't work as you expect, it's faulty, and shouldn't have been sold... in which case, you're entitled to either a refund or a new item.

Rising card is a wonderful effect unfortunatly the one you purchased, and I am thinking it is the Arne rising deck is very tempermental. I would first carefully check to make sure you removed all the packing material. I would make sure the gimmick is smooth and clean. carefully Reach inside and try manually making the gimmick do what it is supposed to do a few times to 'loosen it up'. It is hard to give more details without exposing the effect in total. You may want to exchange it and have it tested out in the magic shop while you are there. I would not give up on it as overall it is a great product and well worth it once you get it going.
