It's a colloquial term for a rascal. In Welsh we translate it to "rabscaliwn". It sounds better said out loud in Welsh though! :D

Isn't scallion a type of onion? So a rap scallion is surely one which wears dark glasses and "sings" about shooting people.

Not to be confused with chives, which is a posh way to call someone a chav.

This is actually a nice trick if done with a good reveal. This was the first trick I learnt as a kid and still use it sometimes but with a few added touches and patter.
