Sucks a bit of trying to control world development. If they are so vital to developing green-tech (as well as some of our effects as a sideline) then you would think they would spot the economic potential of being a world leader in the development of such tech, especially as they are one of the most polluting countries in the world.

But instead they choke off supply to hinder our progress making them look 'less' bad for polluting in the process!

Cynically, I suppose it's easier to not do something (supply neodymium) than to do something extra (develop green tech).

Continuing the cynicism - especially if you are a major polluter with a long way to go before you could implement green-tech yourself. And how could you refuse to begin the implementation process when you are manufacturing the tech!! So yes, it is easier to do nothing and restrict supply!

Isnt this referring too the raw form rather than the finished product?

97% of the raw form comes from there so finished or unfinished it does stand in the way of progress.
