Karl Fulves 'Doppelganger' effect

Hi all,
I have heard of this effect in which (i think) you predict the town or city where a volunteer's 'double' resides and then following a numerology procedure, that exact town/city is selected by the volunteer.
Can anybody give any details or a book reference please?
