Identifying this mysterious object

I wonder if anyone can help me identify this item. It was in a dove pan amongst a box of vintage magic that I bought. I love to restore old magic tricks in my spare time

So, does it collapse from a more bigger structure than what's in the photo ?

Actually, it looks like there's a bird on a perch amongst the ribbons.

Given the circular middle construction, I would guess this is a production item for a Dove Pan?
