Are you using Windows XP (with the latest Service Pack)?
If you are, go to Start > Programs > Accessories > Windows Movie Maker.
Here you can import a movie file (avi, mpg, wmv) and fiddle around with it, and titles etc... Once you are done, you can save it to your PC, and you can choose the format you save it in, and it will give you an indication of the file size after saving.
I use it a lot, and have reduced 20MB vids down to about 6MB with not much noticeable difference in quality.
