Two dot flourish is Out Of This World.

Because TWO DOT FLOURISH is an anagram for Out Of This World :D

Drat! My nemesis has won!

Well done, Ecko, you hairy fiend! 'What' and 'why' both answered correctly. PM me your address and you shall receive cards.

The regulars here are spectacularly sharp - I thought this would run for a few days at least! Haha! 8)

Jjtee got extremely close, however. So if he wants to PM me his address, too, I'll send him 4 decks of sealed, blue Tally Ho fan backs, as a booby prize. I happen to have them lying around, also.

Rats! I was thinking about an anagram yesterday but for some reason was ignoring the flourish part! Well done the setter and the solver!
