I'm probably just being daft here, but I'm looking at blackhart's psycho deck, and I've noticed it mentioned (quite favourably) in passing round here.

I'm not actually sure what it is though...Any chance anyone could let me know what it is/does? Not looking for how it works or anything too secret...
