Small brown pay envelopes from poundland are the perfect size for playing cards.

Rymans do playing card sized envelopes in ten or so different colours. About 40p each.

Poundstrecher are doing C6 envelopes, coloured ones with two colours per pack of 20 and also gold ones with 12 to a pack, 99p per pack.

hobby craft have them in loads of colours for 47p for 5.
C7 is the size you need. I know because i got some at the weekend. However, ive also found a very simple way of making them, which gives you an envelope with ni visible seams, and can probably be gaffed in many ways as a result.
And Naturally you can make them out of any paper you like.
Christmas, or birthday themes, or oriental envelopes.... all are possible.
