Ooooh - it's almost enough to make me vote Tory (although, to salve my conscience, I'll tell myself it was a lib-dam idea!)

I am sure it was a Tory idea, Boris Johnson has been talking about it for some time now.

Not everything Tory is bad, just like not every thing Labour or Lib Dem is bad. After the past ten years I am thanking God (ironically as an atheist) that the Tories are back in power.
