Trouble Uploading

I can't upload because it says I have reached the maximum upload limit but the file is only 400KB. How do I fix this?

this is actually a glitch in the system at the moment and will be remedied soon
at the moment its probably easiest to use www.putfile.com as a place to upload videos

I can't see video clips when loaded to that site 
I've tried copying and pasting the web address which opens WMP but it can't play the file.
Let's hope that the problem with TM is resolved quickly.
