I've been using Photoshop since about 1991. Never have I installed the wrong language by mistake, or any other means—it would seem impossible!
Adobe software has always been fantastically simple to install... it hard-codes its install to the initial choices at the instigation of the installation process—basing the language pack on your choices and serial number.
I would imagine it is near impossible to undo the language without re-installing from the original discs. Although, if you purchased and English version, the serial number usually only entitles you to one language choice.
I am assuming here that you've installed French by mistake?
I am sure there IS a way to do it, but that would be a hack for sure, and being as Adobe software contacts Adobe regularly, you may not want to mess with hacking the application.
Advice is, contact Adobe, give them your serial number and product version, and I am sure they can help. It may be a simple case of a re-installation.
