Help on editing music files please.

I have a few music files, in the form of MP3, AVI, WMA, etc and I'm after a program (free of course  ) that I can use to take a section of the file out (about 20 secs worth) so I can transfer it to my phone and use it as a ringtone  .

Anyone know where I can get such a program please :?: .
