Type of paper that roughing fluid can be used on

Type of paper that roughing fluid can be used on

I'm making something up that requires roughing fluid on photographs. My first attempt used normal thick paper with the pictures printed off on my PC printer. I've discovered that roughing fluid doea not work on this type of paper. Can it only be used on playing card stock? Anyone know if it can be used on the shiny photo printing paper? It would be good to know before I go and buy some and discover it's no good.
If all else fails anyone know where I can get the double sided sticky tape of which one side is stickier than the other?

And to answer my own question....re-positional spray mount is what I need. Lesson learnt today is to do all my thinking whilst sitting on the toilet....there'e a nice image for everyone. :D
