I don't know as there is a specific name for the gaffed card that you are talking about, but I've always referred to such things as "Hamman Aces."
These particular gaffed cards were made popular by Brother Hamman (in the '60s, I believe). The trick is called, "Hamman Final Aces," (aka "Final Ace Routine") and can be purchased as a set (I think that six come in the set) along with the routine.
I don't know who first came up with the idea of using one of these gaffed aces in conjunction with a three card monte, though. There are, of course, several marketed tricks using this type of gaffed ace in a three card monte routine.
