			I need to know who makes the gimmicked decks.  
Does the United States Playing Card Company make the gimmicked decks? I know they can, but do they?

			Which gimmicked decks?
Are you looking for a specific type of deck or are you researching this for a specific reason? 
To be honest it shouldn't be too difficult to find out who makes gimmicked decks if you goo out and have a look. Try search engines and the like.
To get you started there's a good selection of gimmicked decks at 
http://www.cards4magic.co.uk.

			Murphy's Magic Supply makes a large assortment of gimmicked decks in the US.  They only sell in bulk to retailers, though.
