This is an excellent effect.
I will let PCwiz do the full review, but all I can say is that it really has three shocks... and here's a brief rundown...
THE EFFECT: (My handling, been a while since I read the instructions, so I think I may have deviated slightly)...
The magician places a deck of cards on the table. The magician asks the spectator to think of any card in the deck. He then tells the speccy that he will NAME the card the speccy is thinking of.
The magician ponders, and then announces "Lucy!". The spectator looks confused... "Lucy is the name of your card".
"Errr, no..." says the speccy. "It was! I am sure" replies the magi.
The magician then asks the speccy what was their card...
"3 of Diamonds" says the speccy...
"No problem..." the magician takes the deck out of the box and spreads through the cards face up until he finds the chosen card. It is tabled, face up.
He then turns the deck over, and shows the backs of the cards - each card has a girls name written on it. He goes through a few, all different.
He then asks the speccy to turn their card over... they do... and it says "Lucy", just how the magi predicted.
BUT THERE"S MORE... (this is the 'Plus' bit of 'Phil Plus')
The magi says "Well, I bet you think that was fluke, right? This time YOU will name MY card!!!"
The magi writes down a prediction on a piece of paper, and puts it in front of the speccy, face down.
"OK, name a girls name—short—four letters. Keep it simple" says the magi.
The spectator deliberates, and says a girls name.
The magician picks up the deck, face down, and spreads through the backs, showing all the girls names on the backs of the cards are random. He shows the faces, proving each card is different.
He comes across the chosen name, and places it down in front of the speccy, face down.
The rest of the deck is tabled, and when asked, the speccy turns the card and the selection simultaneously, and they match!!!!

This is EXACTLY how the effect plays. No special sleights, no worries!
The quality is a bit iffy (they are not Bikes), but more than passable. I have performed this effect SOOOOO many times, and each time it not only gets a laugh, but it's practically unfathomable.
PROS:
Compact, self-contained
Easy to learn
Auto-reset
Visual
Audience participation high
Cheap!
CONS:
Weird quality deck, but—in fairness—it has to be this way
Can't be inspected before, after or during
Can't be repeated to same 'crowd'
Deck is an obscure, but passable brand—but durable and well printed
Overall, in view of the fact that the deck you receive is a bit iffy, I still give this 10/10. A worthy purchase.
