So what is Close-Up Magic? How can it be defined? If you were holding a close-up competition what would the rules be?

Most Magic genres have huge areas of crossover, for example a lot of close-up magic can be performed in a parlour situation, some can even be performed in a stage situation. I am not looking so much for generalised rules, but for rules that could be used in a close up competition. Obviously you don't want performers turning up with a zig-zag lady, but where do you draw the line? Should they be allowed to walk on with a small bag of props for example?

How about marking? Should everyone at the able be able to mark, or just selected judges? should the marking be for the act as a whole or should it be split into subsections such as overall impact, presentation, dress, sleights etc.

And if it is to be split up, should more points be available for any one area? Should sleights/complexity be part of it? as in theory no one, not even the judges should be aware of how easy or difficult the act is...

Judging:-

50/50 mix Lay to Magicians - I would also if possible use judges that are not known to the entrants.

Have a look at FISM rules or get a copy of the Circles rules.
