if you're honestly recommending your mate spends that 3 grand on magic, then i wouldnt like you as my mate :P :D

get him to spend it on something decent, some proper qualification or other - something that will enable him to earn a good wage...and let him study magic as an aside...

I'm actually a little shocked, though no doubt I'm takinig it a little too seriously...

whatever he's doing now, and is good at - get him to train in something similar but different..so the learning curve is not so great...

Oh yeah? Your "friend", eh? Hehe, just joking; I believe you.

If he's already got a bit of experience with card magic, I'd advise him instead to take an acting/drama class. That sort of training will help him in his overall performance and delivery of his magic. As for correcting his card sleights and making suggestions on how to better do things from the cards side, he can get that for free just by posting performances on sites like this and reading the replies from the few dozen excellent cardicians we have here as regulars (I'm not including myself in their number, by the way! I mean people with real experience and skills!)

That's my advice, anyhoo.

Would getting a deluxe edition of Miracle Factory's Cardini book count?

That's what I would do  .

The first thing your friend should do is take an acting class of some sort, to make sure his presentational skills are top-notch. That is what distinguished those who make a living from those who have a hobby.
The second thing he should do is a course on business which will teach him the basics of accountancy, tax, and marketing - the skills he will need.
If you can market yourself properly and have good presentational skills, the magic will fall into place.

You think that's funny? One of my favourite tricks requires the glide (4 or 5 times). The first time I did it for my brother-in-law he announced that he saw what I did!

The owner of our magic shop showed me how to fake the glide so I think I have it aced now. Whew! Just saved myself £500!
