It seems to be absurdly difficult to get the truth about when a licence isn't needed. When I bought my last TV, I didn't have an aerial. I had no way of accessing a TV signal, and used the set only for playing re-recorded DVDs and videos. I specifically checked if I needed a licence, and the woman I spoke to was very clear that, if you just used a TV for that (and similar things like console games), you didn't need a licence.
Not long after, I read something (unofficial) claiming that if you had a set that could receive a TV signal, you had to have a licence.
Anyway, that wand is very cool indeed. If only it could dispense fireballs in the direction of certain TV presenters and alleged celebrities.
