Yes and no... what Gardner "invented" was very much based on "old ways" but not exactly in the manner he implies. Even today's "Wiccans" seem to delude themselves into believing how certain knowledge is "occult" and "mystical" when it was quite common practice just a century or two ago within most of the agricultural world... the "heathlanders" as it were or, to use an occult inference, those that knew "low" Magick vs. "high" Magick (the Kabala and various forms of ritualized/intellectualized practice.)
By all rights, Gardener was an old perv that just wanted to run about "sky clad" with everyone else. As one old "Witch" from the Black Forest group was once heard saying "Most of us were more concerned with not freezing out butts off, when out on the moors"... which is to suggest that Gardeners fondness for nudity and sexually based ritual is highly doubtful when it comes to the "old ways" let alone the idea of "wisdom". The only remote possibility being during the rites of Beltane in which a level of nudity and sexual promiscuity would have been appropriate and in line with true tradition.
No, true "Paganism" can be found through the archeological and anthropological record, not the meandering fantasies of some old coot that wanted to see everyone's dingles, dangle... the best way to know what it really is, is to find those still preserving the regional/tribal shamanic traditions, this is true Paganism vs. the commercial revival of said delusion that's known a significant expansion over the past couple of generations. The real irony is how many folks that claim to be Pagan/Wiccan/Druid can likewise be found at Comic-con, most all Renaissance Festivals, Sci-Fi Conventions and in lesser numbers, MENSA gatherings.
