I don't know about the manufacture of the one you Link to but it looks like the old Light and Heavy Luggage practical joke that you may have seen of Candid Camera/Jeremy Beadle type shows. There is an unmentionable thing in the box that makes it stick to the floor when you want it to. I suspect it takes quite a bit of setting up and a certain type of floor to work.
