There are two approaches. The first is repositionable. Of the many that I have tried, 3M/Scotch works best for me. This is applied in the same manner as permanent- rub onto first surface, quickly apply the second surface.
The second method is to use 2 Way Glue, sometimes referred to as Blue Glue. This glue gives you the option to be used as permanent or repositionable depending on how applied. For repositionable, apply the glue to the first surface and allow it to dry. The glue goes on blue and dries clear. Only after dry do you apply the second surface. I prefer this glue over that mentioned in the first method. The best brand that I have found is ZIG.
Both items can be found in hobby/craft stores, office supply stores as well as those departments in the big box stores.
