I think its the location of your ISPs or company's gateway that counts, not where you live.

Are you going through a company VPN when you browse ?
Does your company have an internet gateway based abroad ?

Its ironic that 'nowhere' should be blocked because it is somewhere that is not anywhere that Youtube likes.
