I don't own or know anything about the dvd, but I did see Wayne perform it at a recent lecture.

The effect is really good. I wouldn't call it the "last word" on torn and restored effects, but it's a very strong routine. The restoration of the second piece is a gem to behold. Even when you know the method, you'll giggle while doing it. In his discussion of the effect, he mentioned using it with a business card, which is a brilliant idea, and given the nature of the effect itself (I feel) is stronger than the playing card version.
