As someone who has had to check and create print ready proofs of hundreds of print orders for my former business, I can advise you that is unacceptable service and you had the right to demand that they print them again correctly and without charge. Unless you approve their modifications, they are selling you something you haven't asked for. They are liable for the mistake. If they thought your artwork wasn't suitable in some way, it's their responsibility to tell you why and they should ask you if you'd like to re-submit corrected artwork or ask your permission to apply their remedy.
