A dumb waiter was a very small lift/elevator - a box on a piece of rope which travelled in it's own shaft between kitchen and dining room in a restaurant or large house - much quicker than walking up the stairs and the food stayed hot. It was called a 'waiter' as it carried food but also 'dumb' because it didn’t speak. As it was very much like a small lift, the link to elevator is OK. You might have seen the idea in old films where someone gets into the dumb waiter to escape or travel secretly from one floor to another.
