Not meaning to offend but I agree that this is the sort of question that a working Pro wouldn't need to ask. Most skilled hobbyists would either know where to look, or wold even be able to make their own!

I too am very shocked at that question. I would have thought any one who works in magic would know that.

I was expecting this reply :) ... Of course not all working pros deal with short cards all there life. ALL knowledge is limited and within a certain field and so I can humbly say I do not know the best and cheapest place to buy short cards. LOADS of places sell them and so I wanted a friendly person to help me (who may have found the best place) so that I need not search for the best place as I am quite busy at the mo....: D

Does anyone know if 'cards4magic' is the cheapest place as I want to buy them in bulk? Or is anyone familiar with the best wholesale place to buy them?

I can recommend cards for magic as a supplier as their service has been really good. Their pricing is also competative for the items that I've bought from them.

If I may suggest, try looking through their accessories pages first as they sell a number of card cutters that will allow you to make the perfect short card everytime, assuming that they sell the cutter that you want.

It's worth phoning them and having a chat.

Then take more time. Make a stencil and use a knife. I mean please, it's not THAT hard to cut a strip from a card, and re-round the corners.. I can do a card in about 10 seconds.

Hell, buy a Paper Guillotine. I could drink a bottle of Jack, and still manage a straight line with one of those!
