I would imagine there are many reasons why mini decks are a bad choice. I just don't think they're practical. Some people may see differently, but here are my own opinions.
Their size makes it very difficult for your spectators to see them. If you're in a one on one situation, maybe - but if you have a few specs, they can't see anything you're doing with minis.
They aren't made of the best quality card stock. The Bicycle Mini's are plastic coated and don't have the same texture of a standard bike.
For me - the biggest problem is that they're TOO small to handle and manipulate. I've used them off and on for effects that don't require a great deal of handling.
Having said that, Joshua Jay has a really cool effect on his Close Up Up Close dvd - volume 2, called Shrunken Revelation. Basically four packets are cut and after showing the trick didn't work, he produces the four kings on the four packets just by hovering his hand over the packets. Then, the four kings shrink down to mini cards.
