I agree that a fourth small ball should never be shown in play. At the start I put the three balls on the table and hold the nested cups in my left hand with the fourth ball at the base of the cups in the palm. I remove the top cup, show it empty and place it at the base of the stack capturing the fourth ball within. Then I show the other two cups empty in the same way, making sure the mouths of the cups are pointing up. Three cups and three balls. Good to go.

Final loads are real easy to do and can be done slowly since they simply do not expect it. My chop cup routine ends with an orange and a pear. It absolutely floors them! And that is with a single cup with two loads one after the other. For everything you wanted to know about cups and balls go here:
