I can get some sense out of it, especially in conjunction with the picture. Ben's been blowing up the raft, is out of puff, and can't do much more. Jen's refusing to help, possibly because she's in the middle of putting on her life jacket. "Moaned" is especially unfortunate, but Jen might be the sort of whiny character commonly found in children's books (who will, of course, learn her lesson by the end of the story).
