Most magic shops will take on good ideas pitched to them. Ideally though you would need to visited the person in question (Peter Nardi of Alakazam, Mark Mason of JB Magic etc.) so you can dem. your wares.
I would say though that more often than not an established shop is going to want to buy the complete rights to the effect. Especially if it is by someone currently unknown to the magic world. By this I mean if they like the idea, they will offer a one off payment, and then organise the manufacture and marketting themselves, but also taking all future profits on the item.
There are now other alternatives, as Kati mentioned NUMS is a good one, but there are people doing similar things. For e-books you have the Underground Collectives site, you also could do worse getting in touch with the likes of Liam Montier and Steve Dela, as they have a site selling their own brand of goodies (the ESP bag is an exceptional idea).
Alternatively many are going down the solo route and creating their own website to market themselves. Obviously this way the profits are all yours, however you will have more of a problem getting your product known to the world and consequently sold.
