There are different methods to cut to an exact number of cards (without sinking as low as using gimmicks). One way is explained on one of Eugine
Burgers DVIs (I forgot the title) but its the effect where he first cut an exact number of cards (10 in his presentation) from the pack, and then after that have a spectator attempt (4 times) to cut the same number (i.e. 10) of cards.
In the end the spectator end up having cut to the four 10s.
If you meet me (off line), I will be happy to show you a different handeling (I learned from a Danish magician) that I prefer over Eugines handeling.
For cutting to a number of cards chosen by the spectator, to a card named by a spectator, one can use the method explained on one of Lennart Greens Videos (requires no setup, but typical Lennart Green slight of hand).
