Just about the only proactive thing you can do in terms of picking lottery numbers is to avoid the numbers lots of people pick. For instance, people tend to go for birthdays, so numbers 1-31 tend to get chosen more often than 32-49. I'm not sure if this is true any more, but when the lottery started, something like 100,000 people would choose 1,2,3,4,5 and 6, meaning if those numbers ever turned up (and they've as much chance as any other) each person would win less than a tenner.
Wheels are quite interesting, where you pick nine numbers or so, and then put on a number of lines of different selections from those nine. Again, not doing much to improve your chances of winning, but upping your returns if you do.
