What I meant to say was that you're not trying to cover the surface with fluid EVER. To re-juvinate tired decks, it's better to add just a little tiny dusting to wake up the roughing. Judgement and experience will tell you that cards being roughed from scratch need a tiny bit more.
I've noticed sometimes that commercially roughed decks can sometimes pick up lots of dirt, and be TOO STICKY sometimes. These, I think, have been over-roughed.
Generally, when I've roughed a fresh deck lightly, the 'friction-tack' is about perfect, but may not last as long. But for effects like the ID, I always find this 'lesser' tackiness much more appealing, as I used to find that it was sometimes difficult to easily separate the 'selection' from it's hiding place - which could sometimes be a real let-down.
