The Telegraph had a good full-page article the other day about what a hung parliament means, but I can't find it online.
There's no very clear rules because it happens so seldom. Generally the leader of the party with the most seats will be invited to try to form a government. The assumption is that he'll try to get enough allies from other parties to put together a workable cross-party government with enough power to get things done.
If this attempt fails, the leader of the next-biggest party might be invited to try to form a government, if it seems plausible that he might succeed. Otherwise there would be a vote of no confidence and a new general election in a very short time.
This time the situation is even more hairy because of Labour's new internal party rules. They would almost certainly want Brown out, but they can't choose a new party leader without a formal internal election process. They might well be leaderless for months.
